Duties:  The Program Consultant is responsible for the effective program and policy development that is consistent with legislative frameworks and incorporates best professional practice.  The incumbent provides and makes recommendations on the development and administration of program, policy and standards in relation to the Family Services Program.  The incumbent will have specialized knowledge and provide program expertise, leadership, direction, consultation and support to senior officials at the Department of Health and Community Services, the Regional Health Authorities, other Government Departments, Professional Associations, Special Interest Groups, and the general public.  S/he ensures policies, services, and standards are consistent with government's overall direction.  The incumbent will provide expertise to the provincial training group on the Family Services Program and review training content to ensure it is reflective of the policy and best practice in the program.  The incumbent works with the Quality Unit to support the development of a Workload Measurement and Management Information System to enhance the ability to collect and evaluate provincial data related to Child, Youth, and Family Services specifically as it relates to the Family Services program.  The incumbent liaises and consults with other jurisdictions on matters specific to the Family Services Program.  The incumbent works with other Departments of Government, agencies, professional groups and community organizations on issues related to Child, Youth, and Family Services; liaises with other Professionals, Boards and Agencies to achieve program goals and promotes the philosophy, principles and general directions of the Child, Youth, and Family Services Act.

Qualifications:  Essential to this position are knowledge of the Child, Youth and Family Services Act, Child, Youth and Family Services programs, policies and best practices.  Strong written and verbal communication skills are essential.  Knowledge of the organizational structure and a working knowledge of CRMS would be an asset.  This position is expected to function with considerable independence and initiative in facilitating the development of the provincial policies, standards and programs for the Family Services Program.  The position works autonomously, aware of the strategic directions for social policy development within government and ensures congruence with the Department's population health framework.  The successful incumbent must have management and analytical abilities, be able to establish and maintain effective working relationships, and be able to work within a team environment.  The necessary qualifications for this position would normally be acquired through a Master of Social Work Degree or acceptance to an accredited MSW Program, relevant experience in direct practice and knowledge of program/policy development.  Current registration with the Newfoundland and Labrador Association of Social Workers is required.

Salary:              $55,670 – $72,372  HL-21
